If you want to stop using iCloud Photo Library, then you need to select "Download Original to this Mac" located in the iCloud pane of Photos Preferences. This way your iCloud photos will be downloaded to your Mac computer. It will take some time to download original before turning off iCloud Photo Library.
To stop using iCloud Photo Library, choose "Photos" app and select "Preferences" and then click "iCloud". Deselect the "iCloud Photo Library" checkbox to turn it OFF.
Once you have turned OFF "iCloud Photo Library", the Photos app on your Mac can't access yout iCloud library. If you make any edits to the photo, that won't appear on your other devices. Your library remains in iCloud and available to other devices that use iCloud Photo Library. If you want turn OFF iCloud Photo Library on all devices, open iCloud pane of "System Preferences" and click "Manage" button. Click "Photo Library" and then click "Disable and Delete" button. All your photos and videos will now be deleted from iCloud Photo Library in 30 days.
