Can I Share with Someone who doesn't have Carousel?

Yes. You can share your photos and videos who does not have Carousel. If you select the photos which you want to share, then you will get an option to create a Shared Album. When you create a Shared Album, you will be able to add people to that Shared Album. Those people will now be able to view all the photos and videos you shared with them. They can view photos and videos even if they don't have a Dropbox account. But if they want to add photos, comments or like your photos, then they will have to sign into their Dropbox account.
