If you want to backup photos and videos to iCloud, then you need to turn ON My Photo Stream on your iOS device. To use iCloud, you must have an Apple ID. You need to set up your iCloud account on your iOS device and then you can turn ON My Photo Stream. To turn ON My Photo Stream on your iOS device, tap 'Settings' on your iOS device and then tap 'iCloud'. Tap 'Photo Stream' and then move the slider from left to right to turn ON 'My Photo Stream'. This is how you can turn ON My Photo Stream on an iOS device. When you take a photo with your iOS device, it will automatically uploaded to your photo stream. But you need a Wi-Fi network to automatically upload photos to photo stream. You can remove photos from your photo stream by turning Off My Photo Stream on your iOS device.
