If you turned ON "iCloud Photo Library" on your iPhone, then your photos and videos will upload to your iCloud account automatically. The videos app shows the videos which are on your iPhone and on the iCloud account. If you have upgraded to iOS 8.x and found that your videos are missing, then you need to enable the "Show All Videos" function located in the "Settings" app on your iPhone. If you disabled it, your iPhone will only show videos that are on the device and not those on iCloud.
