How to Fix "Not able to Upload any Photos anymore" Issue in Google Photos?

If you are not able to upload any photos anymore, neither from the desktop uploader, mobile app or web browser, then there are two possiblilities:

1. There might be a temporary error on the Google servers.
2. You may reached the fair use policy for bandwidth usage for your account. If you upload or download photos abnormally in a short time span, then you can get "blacklisted". If you face this problem, then it will take up to a month to be cleared. If this happened then you can buy an extra storage space to upload photos and videos. You can set the upload to "High Quality". So the RAW photos will be uploaded completely before being down-sampled and compresses server-side.
