For Google+ users:

If you are using Picasa Desktop Application to upload photos to Picasa Web, then you will get tow options i.e "Original size" or "Best for Web sharing". If you select "Best for Web sharing" option, then Picasa will decide what size is best for you to upload. If you select this option, you can upload as many photos as you want.
