If you are uploading photos larger than 800x800 pixels to Picasa Web Albums and you have reached storage limit, then Google will automatically re-size them and won't count towards your free storage limit.
For Google+ users:
If you are a Google+ user and uploading photos up to 2048x2048 pixels and videos shorter than 15 minutes, then it won't eat up your storage space. If you are using Picasa Desktop Application to upload photos to Picasa Web, then you will get tow options i.e "Original size" or "Best for Web sharing". If you select "Best for Web sharing" option, then Picasa will decide what size is best for you to upload. If you select this option, you can upload as many photos as you want.
