To remove all your iCloud Photo Library photos and videos from iCloud and Mac device, you need to disable iCloud Photo Library on your Mac. If you want to disable iCloud Photo Library on your Mac, go to "Apple" menu and select "System Preferences" and then select "iCloud" option. Click "Manage" and select "Photo Library" and then select "Disable and Delete" option.

Once you have disabled iCloud Photo Library on Mac, your photos and videos will be stored in your account for 30 days. You can download your photos and videos to your Mac. You can either download them from iCloud.com, or open "Photos" on your Mac and choose "Photos" and then select "Preferences" option.
