You can automatically backup photos to Picasa web by turning ON 'Auto Backup' feature. Because Picasa web is now integrated into Google+ account. When you sign up for Google+ account, you can see all your Picasa Web album's photos and videos in Google+ account. Your Picasa web albums will be visible on your Google+ photos homepage.   2. By default, Google+ is installed on most of the Android devices.
