Yes. You can share an album with people who don't use an iCloud. If you want to share an album, you need to enable 'Public Website' feature located in the settings of your shared album. Once you have enabled 'Public Website' feature, your photos will be published to a website that anyone can view in an up-to-date web browser. The people can not add photos and videos to your shared album if they don't have an iCloud account and a compatible device with up-to-date software.
