If you want to upload Mac's iPhoto photos to iCloud Photo Library, then make sure you have the iCloud Photo Library beta enabled on your iOS device. To enable iCloud Photo Library on your iOS device, open 'Settings' on your iOS device and tap 'iCloud' and then tap 'Photos' option. Move the slider from left to right to turn ON 'iCloud Photo Library (Beta)'. iCloud (beta) uploader only supports the uploading of .JPG photo files. You can not upload .PNG or .MOV files through the web.
