Here's a step by step process to Backup Photos from iPhone to iPad using iTunes
  1. Connect your iPhone to the computer with a USB cable and run iTunes if it doesn’t open automatically.
  2. Make sure iCloud is turned OFF. If iCloud is ON, go to 'Settings > iCloud > Storage & Backup' and turn off the 'iCloud Backup' switch.
  3. In iTunes, search for your iPhone in ‘Devices’, on the left-hand panel. Right-click on it and choose ‘Backup’. Your Photos would be Migrated to your Windows PC.
  4. Disconnect your iPhone.
  5. Connect your iPad with USB cable and click on ‘Device’ button.
  6. Click ‘Photos > Sync Photos from application/Folder > Apply’.
Note that while syncing Photos from iTunes, only ‘Camera Roll’ Photos can be transferred.
