No. Your photos and videos are not stored in iCloud Drive. Apple has introduced a new feature called "iCloud Photo Library" in iOS 8.3 and later. This "iCloud Photo Library" allows you to store all your photos and videos into the iCloud. Once you have stored photos in iCloud, you can access them from anywhere on any device with an internet connection. It works seamlessly with the new "Photos" app to keep your photos and videos in iCloud and up to date on your iOS device such as iPhone, iPad, Mac, and iCloud.com. You can also access your entire photo library from the Photos app on iCloud.com.
