If your upgrade to iCloud Drive pauses or does not respond, then check your Internet Connection. If you are using iOS device, then check your device's status bar for an Edge, 3G, 4G, LTE, or Wi-Fi icon. If you are using computer, then make sure you have an active wired or wireless network connection. You can open a website from your browser to check you are connected or not. If you lose your Internet connection, the upgrade will pause for a short time, then try again.
