This might be a temporary issue on the Google servers or because the Google Photos Backup uploader need a "Soft reset": reboot your computer. This issue may occur because the uploader needs a "Hard reset". To solve this issue, right-click the System Tray icon and click "Quit" to stop "Google Photos Desktop Uploader". Once you stop it, delete the folder. If you are using Windows PC, then %localappdata%GoogleGoogle Photos Backup. (copy/paste the path to the address bar in "Windows explorer"). If you are using Mac, then ~/Library/Application Support/Google/Google Photos Backup/. Now start "Google Photos Desktop Uploader" again. It will recheck all photos again, but should not upload the photos.
